It is positioned as a “mid-upper-class mall” to draw about 1.8 million people from the southern corridor of Putrajaya, Cyberjaya, Kajang, Bangi, Seri Kembangan, Serdang, Puchong, Bukit Jalil and Subang Jaya.

The second phase of the mall opened in 25 August 2022, making as the largest shopping mall in Malaysia surpassing 1 Utama, as well the largest mall in Southeast Asia and second largest mall in the world.

IOI City Mall contains 2,500,000 sq ft (230,000 m2) of retail space for both phases, with over 650 stores catering to people living in southern Klang Valley without having to go to capital city Kuala Lumpur. The total size of the IOI City Shopping Center amounts to 8,840,000 square feet (821,000 m2).

Phase 1 of IOI City Mall opened in November 2014 with a net lettable area of 1,500,000 sq ft (140,000 m2) across three levels with 350 tenants, to phase 2 opened in August 2022, added 1,000,000 square feet (93,000 m2) net leasable space and over 300 new retail stores.
