The term “Panagbenga” comes from a Kankanaey term meaning “season of blooming”. The festival is held to honor the city’s flowers as well as a way to revive the city after the devastation of the 1990 Luzon earthquake.

The festival was approved in 1995 and was first held in 1996. The festival was named Panagbenga in 1997 after Ike Picpican, an archivist and curator of the Saint Louis University Museum, suggestions.

The month-long festival starts on the 1st day of the month of February, with many activities carried out by the government, private sectors and people throughout the month. The most crowd-generating are floats covered with flowers, street dances performed presented by dancers clad in flower-inspired costumes, that are inspired by the Bendian, an Ibaloi dance of celebration that came from the Cordilleras.
