The Liwayway Company was founded in 1946 by Carlos Chan and was originally a family-owned corn starch and coffee repacking business. By 1966, the company began to expand its products into confectionery. The company began distributing Oishi Prawn Crackers and Kirei Yummy Flakes in 1974.

Oishi also established its presence in Vietnam in 1996 and in Myanmar in 1999. In 2006, factories were opened in Indonesia and Thailand. Liwayway operates 12 factories in China, 3 factories in the Philippines, 3 factories in Vietnam and one factory in Indonesia and Myanmar.
